Nix Wotan (aka Superjudge), last of the Monitors, and Mister Stubbs (his chimpanzee) are summed to Earth-7 by a distress signal. Once Superjudge and Mister Stubbs are on Earth-7, the pair learn it was a trap setup by a multi-dimensional being called The Gentry. They manage to help Thunderer, the Earth-7 equivalent of Marvel's Thor, escape to Valla-Hal the House of Heroes. Once on Valla-Hal, Thunderer is joined by heroes/heroines from other Earths including the Earth-23 Superman (Calvin Ellis) and Captain Carrot (from Earth-26). Thunderer, Earth-23 Superman, Captain Carrot, Aquawoman, Red Racer and others attempt to travel to Earth-7 but land on Earth-8. Once the team lands on Earth-8, they encounter the Retaliators (an Avengers analogue), the Future Family (a version of the Fantastic Four) and Lord Havok (a Doctor Doom analogue who is leader of the Extremists). Lord Havok has unleashed the Genesis Egg which contains a Gentry possessed version of Superjudge and Mister Stubbs.

Throughout the DC Multiverse and the Hall of Heroes, superbeings are fighting against the forces of the Gentry. Meanwhile on Earth-8, the heroes are fighting against the Gentry possessed Superjudge and zomibified versions of Earth-7 heroes. Using information gathered from various comics that are part of the Multiversity story arc (see full list of titles, http://dc.wikia.com/wiki/The_Multiversity_Vol_1), the heroes on Earth-8 and the Hall of Heroes are able to repel the Gentry. Once Superjudge and Mister Stubbs are freed, some of the heroes (Earth-23 Superman, Thunderer, Aquawoman and Captain Carrot) take the fight to Earth-7. However they met by the Gentry's leader who believe his forces have properly assessed the multiversal heroes/heroines and believe they are not a threat. The heroes are shunted back to Earth-8 and return to the Hall of Heroes. Earth-23 Superman decides to form Justice Incarnate, protectors of the multiverse.
