I was considering ordering this, until I realized that they're soliciting #2, and I can't even find an order code for #1. Did it ever ship?

Devashard #1 was solicited in the June Previews:
JUN083971 DEVASHARD SC VOL 01 AT FIRST LIGHT (C: 0-1-2)
It's one of the many books that just did not get noticed buried in the back half of Previews. We missed it the 1st time around also.
It seems to have been selling well in Asia, I don't think #1 has hit the stands in the US via Diamond yet.
Using the above Previews code, you should be able to get your retailer (Heroes Corder, in your case, Lobo) to get you a copy.
As a reminder, #2 is orderable as follows:
