I agree with your assessment of the last issue of Tales. If it wasn't for the Director's Cut of Blackest Night #0, the whole mini-series would have been perfect. When I compare this mini-series to Dark X-Men: The Beginning, which has a similar structure (a 3 part mini-series with 3 short-stories in each issue) and there is no comparison. On the issue of Arisa not looking like a kid, I do think that is probably for the best. It is one of those things that should be re-coned.
As for Ultimatum, I thought that the last issue was a 100 times better than the previous 4 issues. Unfortunately, I thought that the previous issues were horrible so it is easy to look good. There wasn't really a story but just action and violence. The last two pages was pretty interesting though. I would have given the book a 2 1/2 or 3.
While I thought they killed off too many characters, I could understand what they were trying to do. I think that they are trying to create a Marvel Universe that was very different from the main Universe. When the Ultimate Universe was created, not only did things start at the beginning, the current Marvel Universe at the time wasn't in good shape (story wise). Now that the regular MU is in good shape, they have to find a purpose for the Ultimate line. And yes, I don't think there will be a reboot but just a change in focus for the line.
I am still interested in line because of Millar and Bendis. If Marvel had any other writer working on the relaunch at this point, I wouldn't have pre-ordered the issues.
